- Stakeholders
- Deliverables
- Key-performance indicators
identified well before the managed investment funds arrive. Furthermore there has to be public trust in this political process via a set of shared values put down and published in a written statement or constitution. This broadens the discussion, maximises consensus, and mobilises the population behind the project.
